Shawn Welch - President

Sergeant Welch holds the position of Contra Costa County Deputy Sheriffs’ Association President and Emergency Services Division. I have been with the Contra Costa County Office of the Sheriff since December of 2003. I have been on the Board of Director’s for the CCC DSA since 2012. I was appointed to the position of Vice President in 2014 and then President in 2015. During my time at the Contra Costa County Office of the Sheriff I have worked and been assigned to the following positions; Martinez Detention Facility, City of Orinda, Bay Station, North Richmond Resident Deputy, Specialized Patrol Unit/J-Team, and Investigation


Lucky Chestnut - Vice President

Sergeant Chestnut has been a member of the Office of the Sheriff for 12 years. He was elected to the DSA Board of Directors in 2009 and was elected to the Vice President position in 2015. He has completed assignments in every detention facility, and assignments in County Patrol at Bay Station, North Richmond Resident Deputy, Narcotics Detective and is currently the Patrol Sergeant for the contract city of Orinda.


Erinn Riley - Secretary

Erinn is a Dispatch Supervisor in the Communications Center. She began working with the Office of the Sheriff in March of 1997. She was elected to the DSA Board. In 2006 and also elected to the e-board position of Secretary. Erinn has been a Supervisor for the last 13 years. She has held positions as the Communications Training Supervisor, and Communications Training Instructor. She is on the SWAT Tactical Dispatch Team and Peer Support. Prior to working with the Office of the Sheriff Erinn was a Dispatcher with the City of Davis Police Department.


Donnie Finley - Treasurer

Deputy Sheriff-Forensic Supervisor Finley has been a member of the Office of the Sheriff for 11 years working in the Firearm and Crime Scene units at the Crime Lab. He was elected to the DSA Board of Directors in 2014 and was elected to the Treasurer position in 2015


Ken Westermann - Director/Manager

Lt. Westermann has been with the Department since 1998. I have been on the DSA BOD since 2002. I was the VP from 2007-2011, and the President from 2011-2014. Currently, I am a Lt. assigned to the Training Division. I served in Custody, Patrol, and Investigations.


Tim Allen - Director

Tim has been with the Office of the Sheriff since 1998, assignments many, currently assigned to investigations I have been a board member since 2010


Monica Pryor - Director

Monica Pryor has been with the Office of the Sheriff in the capacity of Dispatcher since 2005. She was elected to the DSA Board of Directors in January 2016. She has been active in the training program as a Communications Training Officer since 2008, and at the Sheriff's Academy as a Certified CLETS Instructor.


Alex Taflya - Director

Deputy Sheriff Criminalist III Taflya has been with the Department since 1998. He is assigned to the Firearms Unit of the Forensic Services Division, but is also one of the Crime Lab personnel that processes crime scenes. He was elected to the DSA Board in 2005 and was the DSA Treasurer from 2011 through 2015.


Debra Williams - Director

Sergeant Debra Williams, I have been with the Office of the Sheriff since 2001. I have been on the DSA board for 2 years, as a board member. I am currently a Sergeant assigned to the Martinez Detention Facility


Tyler Hart - Director

I have been with the department since April 2012. I was assigned to Court Security for four years as a bailiff. I am currently assigned to Patrol Division - Blackhawk Police.
