Saga formation of Deputy Sheriffs Association began during a dispatch call conversation between Deputy Sheriff John Scott and Deputy Sheriff Earl Falkenstrom in regards to starting an insurance fund benefit.

Twenty-six interested deputies had signed as first members of the association. At that time, there were only 34 patrol deputies in the entire department.
First meeting held in newly built County Communications Building, Arnold highway 4. Association Founders, Falkenstrom and Scott, were chosen as president and vice president respectively. Stanley Cahill appointed secretary-treasurer. Plans were made immediately to stage a “Sheriffs Ball” Charter “Buzz” Arendison agreed to chair the ball.

Second meeting held. Proposal accepted for Monroe Stinson to issue monthly newsletter.
Issue one of the monthly newsletter came off the mimeograph. Monroe Stinson continued to edit and handle publication until 1972. Sheriff Ball Campaign began. The venue and date were chosen to be held at Diablo County Club with dancing to the music of Henry on June 26, 1954. Through collective effort, a contest to see who could sell the most, ticket sales were high.
